Recent research demonstrates a critical need for programs that combine intensive industry specific English language training, blended with focused career training, employer partnerships and placement (CLASP Report, September, 2003).
Los Angeles County adult schools, community colleges,
and regional occupational programs are particularly well suited to fill
this need, having developed innovative pilot projects over the past two
years with the LA County Department of Public
Social Services. These intensive
short term English Language and Education Career
Training (ELECT) programs (for limited English Proficient Participants) combine intensive occupational
English language instruction with career and technical instruction. These
programs also involve ongoing participation by business and industry partnerships,
and offer an array of student support services, including counseling, tutoring,
and mentoring.
Most important to the success of these programs
has been the fact that the Enlish language learning is contextualized and
experiential,
and always related to the specific career goal. The initial
language competencies gained provide a platform from which the learner
can continue to improve
his or her English fluency, making continual advancement
in career and educational opportunities possible.
